In Provencal Tribunal, in the mountains of Pyrenees, deep in
one of the mountain passes, a Castle is set upon a Cliff, and thus we name our
covenant Arx in Summa Rupis.
The guiding principles of the covenant are these:
Plot de Vice is hereby set as the Guiding Principus of
Covenant. As long as He is physically present in the Covenant, His word is the
law, insofar as it doesn't break the Code of Hermes.
All magi are considered equal, provided they are Members of
the Covenant and Children of our Father, Plot de Vice.
On Council Sessions and Votes
All Members have the right and duty to vote (meaning to cast
their vote for, against or abstain) on council sessions.
There will be held a council session in every season, and one
more if necessity makes it so.
All council sessions, unless it is set otherwise in this
charter, will be considered valid if at least 2/3rds of Children Members are
present. If the Principus is present, such session is considered valid, but
only until next council session. No more than two temporary valid sessions
may be held in a row.
All votes, unless it is set otherwise in this charter, will
pass if at least 2/3rds of votes present are cast as for the vote.
Repeated votes are those where voting is repeated until vote
either passes or fails by 2/3rds.
All Children will in all votings hold 2 votes each, while
other Members will hold one vote each.
On Acting Principus
Acting Principus will be named once a year, by repeated vote,
in the council session held after raising the Aegis of the Shield.
Only one of Children Members is eligible for such position.
Any child member can call council session to replace
principus, but not twice in a row.
Duties of Acting Principus are:
Summons the council as per charter.
Summons Quaesitori when needed.
Representing the covenant.
Guardian of vis
Keeps the covenant stores and accounts for them. In
emergency, may declare up to one tenth for immediate use. To declare
more than one tenth of covenant vis requires council vote.
Allows guests to use the laboratories and library of
covenant.
Defends and maintains covenant.
If he fails in any duty twice in row, any member of
council may summon council with only purpose of choosing new principus. Such
session is exempt from limitation on replacing principi.
Privileges of Acting Principus:
Yearly reward of 1 pawn of vis as chosen by principus,
subject to minimum requirements, and is eligible for up to additional 3
pawns per council vote.
Yearly reward of 1 season of studying one book of choice.
No member of the covenant can challenge Acting Principus to
Certamen regarding his duties.
Principus can delegate any and all of his duties. Such
delegation lasts until revoked.
On accepting new Members
After 2 seasons of service OR extraordinary service to
covenant (at council's discretion), council votes for new Member by repeated
vote.
Until such vote he/she is probationary member/guest.
No new Member is considered a Child unless so vouched by
Father.
Duty of Members is one season of service to covenant per
year. Such service may be vaiwed or postponed at councils discretion,
following a vote. Principus is exempted from such service for duration of
his duty.
On Expulsion from Covenant
If found guilty of high crime by Quaesitores on Tribunal.
If found guilty of diabolism by Quaesitores.
Principus must summon Quaesitor. If Principus is
accused, he or she must step down. Temporary Principus is then named by
repeated vote, holding the office until Acting Principus is either
cleared or found guilty. Temporary Principus must, as his first action,
summon the Quaesitor.
For other good reason.
First a vote to determine if reason is good is held. If
this vote passes, then a vote to expel the Member is held.
On Vis
Covenant will at all times maintain a minimum amount of vis.
Minimum of Vim is set as the amount needed to perform Aegis
of the Hearth and 3 pawns more.
Minimum of other Arts is set to 3 pawns.
Covenant will never go below the minimum unless council
decrees otherwise.
Official sources of vis for the covenant are those that
council has decreed as such.
Vis from such sources belongs to Covenant in it's
entirety.
Half of the vis gathered on covenant expeditions belongs
to covenant, and the other half to Member or Members who found it.
Vis from official sources is excepted from this.
All personal withdrawals will be written down in the Vis
ledger. No personal withdrawals may be made except by decision of Guardian
of vis or in emergency, if there are members who have withdrawn less.
Declaring of withdrawal is made during council session. There need be no
vote for this, but withdrawal may be cancelled by vote.
No vis shall ever be used in intra-covenant Certamen.
Official Vis Sources
The covenant has decreed the following to be it's vis
sources:
The entirety of covenant itself, including all the
buildings and natural formations therein.
All the springs within the village of Ax-les-Thermes.
Consortes
The following persons are to be considered Consortes of
the covenant:
Talos the Mute
Maurizio Ventura the Natural Magician
On Vulcan
A smithy will be built in the covenant at the earliest
opportunity, and dedicated to Vulcan.
On Money
Temporarily, the accounting is done by principus, until such
time as autocrat is hired.
On Library
The entirety of covenant library is to be kept in locked
room.
On Laboratories
One of guest rooms is designated as communal laboratory.

Verditius filii Radunarii, as decided by the founders of the covenant Arx
in Summa Rupis.
